ACS calls for end to stapled visa issue

Itanagar, May 06: Hundreds of people under the banner of Arunachal Civil Society, Capital Youth Organization and Arunachal Pradesh Karate Association  on April 5 took out a mass rally at Itanagar in protest against  the lackadaisical attitude of Central Govt on the issue of stapled visa being granted by China against the  Arunachalees, especially sportspersons  who are supposed to participate in international sports events in China. Large number of students also voluntary participated in the rally.  The protestors, however, could not proceed to Raj Bhawan as they are stopped by police at D sector following the order of the  capital DC. Later in a memorandum submitted to Governor, the ACS sought clarification regarding issuance of stapled visa to sportspersons from the state by the Chinese authority and also demanded provision of regular visa for the people of Arunachal Pradesh in order to facilitate their visit to  China without any condition immediately.

ACS chairman Patey Tayum stated that despite repeated pleas to the authorities they have failed to bring a solution to the issue. He said, it was the weakness of Centre and the state government to follow it up with the Chinese authorities. “Due to such ill-treatment from both the Indian and Chinese governments the deserving sportspersons are always deprived from participating in various national and international sports events”, added Tayum.

Dulom writes to APCC, terms BCC’s ‘expulsion order’ baseless

ITANAGAR, May 06: Arunachal Pradesh Mahila Congress Committee (APMCC) president Yari Dulom today strongly reacted to the ‘expulsion notice’ issued against her by Daporijo Block Congress Committee which was published in this daily today.

In a letter to Arunachal Pradesh Congress Committee (APCC) president, Dulom requested him to examine the ‘expulsion order’ and review the ‘verdict’ under Article XIX (f) (iv) - sub-clause 8 (a), (b) and (c) of the INC constitution.

Describing the ‘expulsion from INC for her alleged anti-party activities against INC candidate in both Lok Sabha and Assembly elections – 2014 under the relevant Articles XIX (f) (iv) sub-clause 4 of the INC constitution’ as baseless and politically motivated, Dulom further said that ‘to exercise such power has been conferred to the executives of the DCCs to forward the cases to the PCC for initiating further course of action and not to the Block Congress’. In this connection, she also referred the Sub-Clause 2 of Article XIX (f) (iv) of the party constitution.

Strongly refuting the charges level against her, Dulom observed that “expulsion order has been taken in haste under pressure of vested interests.”

Dulom, a senior INC worker, who served the party and the state for last many decades, further regretted that  Sub-Clause 5 (a) & (b) of Article XIX (f) (iv) has not been followed in her case.

As per the Article XIX (f) (iv)-Sub-Clause 5 (a) ‘No disciplinary action shall be taken without an opportunity being given with at least two weeks notice to the committee or individual concerned to explain its or his/her case and answer such charges as are made against it or him/her. However, the Working Committee can reduce the period of notice when it deems fit to do so. Sub-Clause 5 (b) read that  ‘Notice can be issued at the instance of the President of the Committee, competent to take disciplinary action, provided that he feels there is a prima facie breach of discipline against the Committee or person concerned.

“Its seems to me that this whole ‘hocus-focus’ of publishing my expulsion in the news paper without any ground realities has been exercised by Tatak Nilling, (the signatory of the expulsion order) to tarnish my hard earned reputation as a true INC worker since last 45 years,” Dulom added.

A tribute to “Head  Makbo”

TOKONG PERTIN

Bungalow No.6, Niti Vihar, Itanagar, - In the intermittent jingling rhythmic sound of Kiiring (Musical Instrument) and miri-yoksa (Musical Machete, used by the Ponung Miri), followed by the chorus of the ponung belle, the author of this write-up was in a dilemma, being unable to make comprehend the role and meaning of the designation ‘Director, Trade & Commerce’ that I hold to a wiseman of Kiyit Village of Mebo Sub-Division under East Siang District, who shares alike name with me, but preferred to be pronounced as “Tokkong”, the Headgam of Kiyit Village, Tokkong Tayeng, during an introduction in a party hosted by Lombo Tayeng, the then Minister of PHED etc. of Arunachal Pradesh.

To honour the visiting team of Headgams and Gams of various villages of Mebo Sub-Division to Itanagar, the grand party was organized by Lombo Tayeng and I was honoured as one of the invitees.  I was fortunate to meet my alike name Tokkong Tayeng, Headgam of Kiyit Village (Shri. Tokkong Tayeng is one of the most respected & influential elders who have indepth command and oratory skill in tribal kebang systems of the Adis) and as relayed earlier, I was miserably failing to make the wiseman of Kiyit village to understand my official designation “Director” due to the sole reason that we don’t have similar or equivalent word in our tribal dialect.

At that tumultuous moment, Late Jomin Tayeng just appeared in the scene and witnessed my fruitless effort to make the wiseman to understand my designation. Late Jomin Tayeng’s beaming smile and infectious laughter is always either accompanied by a brilliant idea or solution to a problem. The problem faced by both of us in a communication gap of understanding the meaning of my designation was easily solved by Late Tayeng in his witty & humorous but simple & innovative way. He explained to the Head-gam in lucid colloquial language, “Look, you are the Head Gam of Kiyit Village and I am the Head Makbo of Tintum (a gutra of Pertin Clan to which the writer of this write-up belongs). Likewise, Tokong Pertin is the Head Gam of Trade & Commerce Department which is a Government Department.”

After hearing the simple expression, the wise-man from Kiyit village, Tokkong Tayeng, nodded his head several times to convey his acceptance to Late Jomin Tayeng’s explanation and said……“Yes, Yes, I now understand. We three are Head Gams of each one of ours standing.” Since then, whenever I met Late Tayeng, in lighter vain, I used to call him Head-Makbo. Otherwise, I call him ‘Sir’, not because he was an IAS officer or an ex-Chief Secretary of the State of Meghalaya.

The incident dates back to earlier times to my childhood days when I was studying in Government Middle School, Dambuk of then Lohit District, presently Lower Dibang Valley District of Arunachal Pradesh. Jomin Tayeng, often, used to come to our school and took classes and at times, told us many interesting motivational stories. I still vividly remember his spellbound story telling skill, which is a rare quality that most of us don’t possess. Those days, his wife, Gum Pertin Tayeng, Ex-MLA, also, present contestant from 42-Dambuk ST AC, was working in the school as a teacher and perhaps it was during his college/ university vacations that he used to visit our school and provide his voluntary services in teaching and telling inspirational and motivational stories to the students. Since then, I, rather we, addressed him (Late Tayeng) as “Sir”. This voluntary services of Late Tayeng would be remembered by many of the students of Dambuk School and who have made a benchmark and many of my seniors and contemporaries who have gone on to become IAS, IFS and Senior Admin Grade Officers in various Departments including APCS.

The wish to be different with a positive perspective in life, not just in outlook but from within, can ascertain a man’s journey of life to a different angle from an ordinary man’s life. The mind reveals the profile of a person. Late Jomin Tayeng was a man personified for his works, for his struggles that make the journey of his life a worthy example to many. The man with utmost calmness, sincerity in his eyes and the values of a principled man that has made him the first direct Indian Administrative Service (IAS’1968) Officer from the State of Arunachal Pradesh is not just a compliment for an individual but a proud moment for each one of us.

He started his schooling in Dambuk School in 1947, which was then known as Pangkom School (established in 1946) as the school was located on the bank of a small stream called ‘Pangkom’. Later he went on to study in the Teacher’s Demonstration School at Sadiya, Assam, which was then shifted to Margherita in Assam as during the great earthquake of 1950, Sadiya town was completely washed away. He passed ME (Class VI) from the same school in 1956 and then shifted to Pasighat High School, then NEFA (North East Frontier Agency) now Arunachal Pradesh. He passed his matriculation in 1st division from Pasighat High School and became the first student from NEFA to matriculate with 1st division. Later some of the teachers advised him to go for higher studies and accordingly, alongwith some friends; he was taken in a group to Shillong and admitted into ISC (Intermediate Science) first year in St. Edmunds College. He passed his ISC in 1962 in 1st division and then joined MBBS course in Assam Medical College (AMC), Dibrugarh, but his stay at AMC, Dibrugarh was short-lived as his senior had a human-skeleton full-time in the corner of his hostel-room and a skull of a human being on the side-table. This scene disturbed Late Tayeng during his sleep. As a result, Late Tayeng took permission for a few days leave from the then Principal of AMC, Dibrugarh, Dr. Mathura Bhattacharjee, to visit Shillong and did not return to Dibrugarh, instead got admitted in St. Edmunds College again to pursue his graduation. He completed his BA with English Honours in 1964 to become the first Honours Graduate from the then NEFA and went for further studies in law from the Law Faculty, Delhi University. While he was studying law, he was also preparing for the competitive examination like IAS and completed his LLB in the year 1967, once again to become the first Law Graduate of the then NEFA.

In a question asked during an interview with the author, if his parents felt averse to sent him outside of Arunachal Pradesh, Late Jomin Tayeng had answered saying, “My parents left me in my childhood and therefore as an orphan the question of my parents being averse did not arise. However the two people who were very instrumental in my education were: i) Indira Miri, Padmashree, the first Education Officer who started the Teacher’s Demonstration School and also an orphanage, where poor and helpless children were taken and provided schooling. (ii) Late Dugyon Lego, the first missionary teacher of NEFA days who came to Dambuk and was responsible for getting me admitted to the Teacher’s Demonstration School at Sadiya as an orphan. These are the two people I am very grateful to for my education.”  The magnanimity of a man, who did not hold any grudge against life even after facing hardships at an early days of his life, can be seen in his sheer will-power that made him accomplish his dreams.

Born to Late Bapang Tayeng and Late Oshor Lego Tayeng of Dambuk, Late Jomin Tayeng was the youngest among the five siblings. The exact date of Late Jomin Tayeng birth is not known because during those days our parents were not educated enough to record such events. This problem was common to all and it was the school teachers who recorded our date of birth in assumption based on our physical appearances.

While serving as an MLA of 42-Dambuk ST AC, he expired on 7th May’2013 leaving the uncrowned “Head Makboship” to an unknown Head Makbo of the Tintum gutra (clan). I pay my tribute to the “Head Makbo” through this writing. May this great man’s soul be in God’s keeping.  (The author is the General Secretary of Arunachal Pradesh Literary Society and is presently holding the post of Director Trade and Commerce, Government of Arunachal Pradesh,  can be reached at tokongpertin@gmail.com.)

Donyi Poloism is not a new religion

Dear editor,

This is in response to the news article titled 'RSS turns Arunachal Tribals towards Hinduism' by one Nitin Sethi, that appeared twice in some sections of the local dailies few days back. This write-up is not  to criticize his viewpoints totally but the main motive is to clarify some of the things that come to our minds after perusal of the article.

At the outset, let me tell that, among many RSS affiliates( vivid chetra) as referred to by the reporter, there is no organization called 'Adivasi Kalyan Ashram'. Yes, an organization called "Vanvasi Kalyan Ashram" has been in action dedicatedly to serve the tribals leading a resource less life in remote areas untouched by modern developments since its inception in the year 1952 to push them on true path of development.

RSS is the largest socio-cultural organisation of the world. But people who have not come under its direct or indirect contact, don't have correct knowledge about it. Conversion is not at all in the agenda of RSS activities. Its sole mission is "national regeneration". History is evident that our once, great, glorious, prosperous nation had to witness dark ages due to repeated foreign invasions. Our country is also referred to as "Hindustan".

Moreover, Hon'ble Supreme Court of India had said that, “Hinduism is not religion and it’s a way of life". "Hinduism is Secularism par excellence. It accepts and respects  every religion."

But the term 'religion' is not the exact translation of the word "Dharma." In our day to day practice, we say, maatri dharma, pitri dharma, puttra dharma, parosi dharma, raaj dharma, etc. Do we say mothers religion, fathers religion, sons religion, neighbours religion or rulers religion? Or somebody tell me, who is the founder of Hinduism, if it is to be considered as religion like any other religions of the world which has only one founder, only one holy book, and only one place of worship.

And, nature worship is the most ancient form of worshipping. It was in practice even before the advent of all the religions of world. Hence, Donyi Poloism can never be a new religion as opined by Sethiji. Yes, Golgi Bote Talom Rukbo started Donyo Polo Movement in Arunachal, but  it was before the coming of RSS in Arunachal Pradesh. Hence, let’s not be misguided friends.

Regarding "Rangfraa", the holy deity of our Tangsa brothers, I think no one should have any objection as to in which form the devotees wish to see their God. One must remember that at the end of the day, "God is One". As Sri Ramakrishna Paramhamsa said, "We may call water by any other name (i.e jal, jol, pani, ekwa, etc.) but the life giving attributes of water remains the same. Its nature to quench our thirst will not change with its different names."Therefore, there should be anything like mongoloid white Shiva or negroid black Shiva or Caucasian grey Shiva. Let the  Tangsa brothers see their God as per their own belief system.

Lastly, but not the least, I request Sethiji to know RSS from a closer look and learn by own experience rather than believing in hear-say stories. So far as I am concern, I have been in touch with this organisation since last eleven years but I am not yet converted. And I am proud of our ancient Donyi-Polo Faith and our ancestral father Abotani more than ever before.

Yours,

Nido Sakter

Overdraft situation-a big scam in making ?

Dear Editor,

Through your esteemed daily I would like to express the problems  faced by the govt. employees of Arunachal Pradesh due to non release of pay for the month of April 2014.After performing election duty in April, everyone thought that salary will be released on usual time. But to our utter surprise, we are hearing that salary will be late for more than a month because of silly reason i.e. "financial overdraft of pay and allowances".

Here our question is,  how can our matured govt. with expert panels can make silly mistake of over drafting pay and allowances? It was informed by Finance Department that only Rs. 50 crores is with State Exchequer whereas it was supposed to have more than Rs. 150 crores for the month of April 2014.  Who misused the money? Is it a big scam or a silly technical mistake?

Moreover, the main sufferers are the children’s whose admissions are still not done due to non release of salary for the month of April. It is also to inform that govt. of other states declared their Dearness Allowances(D/A) from January 2014 to its employees before declaration of election code of conduct but our govt. in this front also, failed to announce DA from January 2014.

It is our sincere appeal to the law enforcing authorities to book the culprits who had misused or invested our money which led to delay in release of pay for the month of April 2014. CoSAAP must play a pro active role to ensure immediate release of pay for the month of April 2014 and DA from January 2014.

Yours,

O.Ratan

State Government is silent on salary issue

Dear Editor,

This is in response to the news item  'Amidst financial constraint, employees urged not to panic’ published in today’s edition of your esteemed daily. In this regard, I would like to opine that how CoSAAP can ask state government employees not to panic over reports of financial crisis like guarantor in this case. The assurance need to come from Govt. side rather than CoSAAP. However CoSAAP effort to keep in touch with finance department is commendable.

Yours,

Atto Tassang

Arm twisting by APMU

Fuel crisis is looming large over state as after May 9, Assam Petroleum Mazdoor Union (APMU) has threatened to launch agitation, including boycott of loading and unloading of petroleum products from May 10 onwards in protest against non-release of an Oil tanker which is currently in custody of Papum Pare police. APMU claim that oil tanker is under the custody of Papum Pare police since February 2, 2014. Despite repeated plea, police has not released the tanker yet, they further alleged.

It is not clear, exactly, for what reason oil tanker has been taken into custody by Papum Pare police. As it looks like a police case, the Assam Petroleum Mazdoor Union should have left law to take its own course of action in this regard. Such kind of arm-twisting activity by APMU is not all appreciable. In the past too, same union had resorted to similar method in pressing for their demand. People of Arunachal had to suffer a lot as whole state witnessed chaotic scene after oil supply to state was stopped. APMU has every right to fight for justice, but they should stop blackmailing in support of their demand.
